It must be smaller than dynamic addresses.
In order to assign static IP address, you have to click on 'Start' and go to 'Control Panel' and then 'Open network connections'. Double click on 'LAN' and select 'Properties'. Then from the 'General' tab select 'Internet Protocol Properties'. After that you can enter teh IP address that you need to assign, enter subnet mask used by the router and then enter IP address of router's default gateway. Then you have to enter all the IP addresses for the DNS servers and then click 'OK'.
